Once they release you can download and install those drivers from manufacturer (Roland) website.
If issue persist, I suggest you to wait for the device manufacturer (Roland) to publish Windows 10 compatible driver.

Since Windows 10 Insider Preview is still in development stage (testing environment), certain features might not work in the usual manner.
Sadly Edirol/Roland do not support Win 10 with some of their older USB devices (likely due to costly driver certification?), so was unable to install my previously trusty Edirol UM-3EX 3-in/out MIDI interface.

I will also assume that since the controller still functions, hooking up a MIDI router type of device that the Mac sees will also allow the PCR to start sending and receiving data again, at least as a standard controller, of not with the PCR editor (which doesn't see the PCR either. I may try to run a driver for another, newer Roland device and see it that works. Apple for changing the specs that disabled the old driver, Roland for not updating the device and abandoning driver development (probably to sell newer versions to suckers) of both.
I really don't want to buy a new controller if this one still works. My next step is to hook up a MIDI device that has a MIDI in and out that I can use to get the PCR back into the Mac. With the power supply connected, the PCR worked as a controller. I tried it again with a power supply (it's a standard 12v DC positive core and those sly sellers at eBay have blurred out the output level, but any similar wall wart will work if it fits). I tested the PCR-800 as a stand alone controller on my external keyboard while powered by the USB port on my 2013 MP and it didn't t work. The driver I could download failed with a dialogue box saying "there was no software to be installed." The Roland site downloads page doesn't link to any DMG files, and clicking on the "link" to the latest driver returns you to the same page, ad infinitum.
